What a new pool costs in the Houston area
| Item | Figure (source) |
|---|---|
| Typical total, Houston | Average about $75,337; typical range $51,832–$100,605 (Angi, Houston page[1]) |
| Concrete | $65,000–$120,000[1] |
| Fiberglass | $25,000–$60,000[1] |
| Vinyl liner | $20,000–$40,000[1] |
| Labor share | 25%–50% of the total[1] |
| Fence installer | About $1,600[1] |
Angi notes Houston's expansive clay soils can need extra excavation steps. Size, depth, spa, water features, decking, fencing, drainage and soil all move the price.
Permits in the City of Houston
- Angi says a Houston pool needs a Swimming Pool Permit before construction, starting with an application and plan review and ending with inspections, with plans covering structural, architectural, electrical and plumbing systems[1].
- The Houston Permitting Center also lists a New Single Family Residential pool permit (HPWFMO1026) from the Floodplain Management Office: plan review is required; pre-construction, pre-fill (if fill is added) and final inspections are conducted; the listed admin fee is $33.56 and the permit is valid for 5 years[2].
- Suburbs and unincorporated areas have their own rules. Ask your city or county, and your HOA, before you sign.
Texas licensing: what to check
- No statewide pool-builder license. Texas does not license pool builders or general contractors at the state level, so there is no state license number to look up for the builder itself.
- Electrical work is licensed. HB 1973 (2009) brought pool-related electrical maintenance, and connecting pool equipment to an existing circuit, under the Residential Appliance Installer license regulated by the Texas Department of Licensing and Regulation (TDLR); licensed electricians are outside that definition[3]. Ask who will do the pool's electrical work and look the license up with TDLR[4].
- Plumbing is licensed. Ask who will do the plumbing for the pool and gas lines and check the license with the Texas State Board of Plumbing Examiners[5].
- Because there is no state builder license, references, reviews, insurance certificates and a clear written contract matter even more.
Before you sign
- Get 2–3 written, itemized quotes for the same size, type and features.
- Ask who pulls the permit and who handles HOA approval, and confirm the price includes any required fence or barrier.
- Get the payment schedule and warranty (structure, equipment, interior finish, workmanship) in writing.
